The Challenge
City of Bradford Metropolitan District Council was in the process of implementing a Clean Air Zone (CAZ), involving multiple stakeholders across various organisations, that required documentation of operational processes.
The implementation of a Clean Air Zone (CAZ) is a commendable initiative that aligns with the broader goals of sustainability, public health, and environmental protection. AI Digital, in its role as a transformation consultancy with expertise in various sectors, recognizes the significance of CAZs in addressing air quality concerns and advancing urban development.
The council were setting up a new internal function where a dedicated team (CAZ Operations) were tasked to implement and manage the service moving forward.
Multiple stakeholders from various organisations were responsible or impacted by elements within the service. There was no existing operational processes or data flows documented, which were needed to support the delivery and daily management.
In addition, support was required for the creation of test scripts, physical testing and a requirement for a dedicated business continuity and disaster recovery plan.
The key aim:
- Establish new operational processes
Our Action
The work was broken out into five phases of delivery.
Phase one consisted of the identification of all required operational processes including the relevant stakeholders. Phase two ensured each process was provided a dedicated workshop to enable efficient mapping and decision making. Next, we initiated the test phase identifying test scenarios, systems, stakeholders and deadlines, then focused on enabling test scripts to be built and tested. Finally phase five began work on the disaster recovery and business continuity plan.
AI Digital’s Business Analysts focused on the key processes involved in the new Clean Air Zone project identifying bottlenecks, redundancies, and inefficiencies in workflows. By proposing and implementing process improvements, our BA was not only able to enhance operational efficiency but also contribute to cost reduction and improved service delivery.
This project utilises:

- Project Management
The Results
In partnership with the Council’s internal teams AI Digital’s Business Analyst was a pivotal asset for the Council’s internal teams, especially in the dynamic landscape of digital transformation and consultancy.
AI Digital’s Business Analyst was able to understand the deep significance of this complex project and what was required to achieve success.
AI Digital played a critical role in ensuring that the Clean Air project was aligned with the strategic objectives of the Council. We analysed the business processes, identify opportunities for improvement, and map these improvements to the project’s goals.
One of the core functions of AI Digital’s Business Analyst is to elicit, document, and define the project’s requirements. They act as a bridge between stakeholders with often diverse needs and the project team. Through techniques like interviews, workshops, and surveys, the BAs ensured that the project’s scope is well-understood, reducing the risk of misunderstandings and scope creep later in the project.
AI Digital, with its dedication to providing specialist resources and skills, recognises that BAs are not just facilitators but catalysts for success. Harnessing their capabilities can significantly enhance an organisation’s ability to deliver complex and business-critical projects while becoming a trusted partner to clients.
The work undertaken has highlighted:
- Operational Effeciency
- Cost Reduction
- Improved Service Delivery
